New KCKCC "SEEN" program to open new doors to businesses

Kansas City Kansas Community College wants local and area business to be seen and to do so, the College is launching unique new services called SEEN.

An acronym for the Sustainable Enterprise & Entrepreneurship Network, SEEN is a membership-based network cultivating an environment for innovation by connecting businesses with one another through key resources, training and expert advice.

By being a member of SEEN, businesses will have access to a variety of networking events, information and training workshops, computer labs, availability of physical office space and much more.

?Difficult economic climates often provide great opportunities for small businesses and entrepreneurs to find new and creative ways to grow,? says Jay Matlack Workforce Development coordinator at KCKCC. ?SEEN will provide a network that can improve the business vitality of Kansas City?s passionate and dedicated community entrepreneurs during this time of great opportunity.?

In order for business and entrepreneurs to connect, Matlack said SEEN has created networking opportunities linking businesses to community leaders, other members and valuable resources.

?Businesses need to sell, market themselves appropriately and have access to the resources that help them do these things,? says Matlack, ?To assist them, SEEN has created a suite of educational workshops and events that will provide growth opportunities to businesses.?

Three levels of annual membership ranging from $90 to $1,500 have been established. For $90, LEVEL 1 offers the following:

Consulting Sessions ? Confident and comprehensive business consulting provided by the Kansas mall Business Development Center on the KCKCC campus.

Innovation Center (upon availability) ? Includes access to Wi-Fi, computer labs,? projector screens, business resources and conference space.

Minority Certification Workshop ? For women and minority-owned businesses looking to increase their opportunities to win contracts.

Writing Workshop ? Designed for the entrepreneur who presently does little or no writing in his or her work environment but has the desire to advance careers.

Business Solution Series ? A networking breakfast held once a month to give business an opportunities to hear experts on various business topics.

The LEVEL 2 program offered at $250 provides the same access to Level 1 opportunities along with the addition of one of the following three programs:

QuickBooks ? Offered at introductory or intermediate levels, these workshop will teach participants how to chart accounts and? invoices, receive payments, track credit purchases and balances and produce customized statements.

Lean Enterprise Overview ? Provides the valuable tools needed to put lean practices to work for process-driven companies.

Small Business Builder: First Step ? An 11-week opportunity to work closely with skilled business coaches assisting in developing business feasibility plans. Featuring dynamic speakers and entrepreneurs bringing real world experiences to the classroom, the program is offered in partnership with the Kansas Small Business Development Center and admittance requires and application and meeting qualifications.

The LEVEL 3 program offered at $1.500 provides access to both the Level 1 and 2 programs along with the addition of a customized training program for a group of employees.

Poll: Australians split over PM's sexism judgment

CANBERRA, Australia (AP) ? Australians appear to be split over Prime Minister Julia Gillard's judgment that her main political rival is sexist.

In a fiery speech to Parliament on Oct. 9, Gillard branded opposition leader Tony Abbott a misogynist for a string of allegedly sexist comments. Her commentary has been lauded by feminists around the world, but a poll published Tuesday showed Australians are divided.

Abbott apologized last week for suggesting that Gillard's government was inexperienced in family policy ? a criticism some saw as a cheap shot at Gillard, who has no children.

The poll by Sydney market researcher Newspoll published in The Australian newspaper found that 45 percent of respondents said Abbott had behaved in a sexist way toward Gillard recently and 39 percent said he had not. There was no clear majority view, with 16 percent of respondents undecided.

How Abbott was judged on the sexism charge closely correlated with how respondents intend to vote at general elections next year.

Of those who said Abbott is sexist, 66 percent support Gillard's center-left Labor Party. Of those who said he is not, 76 percent back his conservative coalition.

Women were more likely than men to condemn Abbott for sexism.

Of those who said he was sexist, 43 percent were women and 35 percent were men. Of those who responded that he was not sexist, 48 percent were men and 41 percent were women.

Despite the divide, Gillard's public stance against sexism has gained solid support.

Gillard has said she stands by every word of her blistering attack on Abbott and has vowed to speak out against sexism in the future whenever she sees it.

More than three in four respondents (78 percent) said Gillard's response to the sexism issue had been "about right," including 83 percent of women and 72 percent of men.

Another 16 percent accused her of overreacting (22 percent of men and 12 percent of women), while 5 percent said she had underreacted (5 percent of men and 4 percent of women).

The poll was based on a random telephone survey of 1,218 voters nationwide at the weekend. It had a 3 percentage point margin of error.

ABC sets date for S.A.'s Christmasy 'Makeover' | Jakle's Jacuzzi | a ...

Mark your calendars for Dec. 17!

That?s when ABC will present a feel-good, locally filmed, holiday TV experience that?s bound to put smiles on the faces of viewers not only here but around the nation. A Christmas-themed episode of ?Extreme Makeover: Home Edition? not only will show Ty Pennington and his gang ? in partnership with ?Morgan?s Wonderland ? presenting a wounded warrior and his family with a smashing new home, but also will showcase San Antonio and its River Walk in all their glittery, holiday glory.

Well. . .staged holiday glory.

The two-hour special, airing from 7 to 9 that Monday night (locally on KSAT), actually was shot in late January. But to give it an all-out Christmas feel, a fictional parade was produced ? complete with carols, Santa, holly and those famous yuletide lights that fill the trees of our extremely popular downtown tourist attraction. ?Called ?The San Antonio Red, White and Blue Christmas Parade,? it likely was drawn up to mimic our real ?Holiday River Parade and Lighting Ceremony? that actually happens the Friday after Thanksgiving. ?For more on this filming, read Roy Bragg?s story here.

This cheery footage likely will be interspersed with the main event of the special: the presentation of a stucco-and-stone, temperature-controlled home and picturesque grounds ? located between Floresville land Stockdale. The family of four?s patriarch, you see, is Shilo Harris, a retired Army staff sergeant who, while on patrol in Iraq, was severely burned by a massive IED blast.? He now fights for other wounded warriors to find jobs and emotional support upon their return to civilian life.

Talk about TV comfort and joy! Not only will it be heartening to watch these deserving folks get their dream home but also to see the sea of radiant faces from San Antonio and surrounding areas who volunteered their time and energy to help make it happen.

And?so what if the River Walk Christmas celebration was staged? The national exposure may help draw even more visitors to our unique city to enjoy its very real holiday delights.

Honoring the Clean Water Act with New Innovation ? Environmental ...

This year marks the fortieth anniversary of the Clean Water Act, a landmark piece of legislation that made America?s waterways cleaner and funded infrastructure projects serving millions of people.

As we reflect on its success, we must remember that the Clean Water Act is a symbol of innovation. Political and environmental leaders, with public support, boldly challenged the status quo. Perhaps such decisions are easier to make when rivers are on fire, which was actually the case on the Cuyahoga River in 1969, but the water sector needs more innovation like that right now.

Through my work in Asia, South America, Europe and the US, I have seen a wide range of water management issues and regulatory approaches across different geographies, watersheds and political environments. In my experiences, I?ve noticed an unfortunate trend: the slow and often stifling rate at which cities and countries adopt innovative water management practices.

In developed economies, water is easily taken for granted. Water comes out when we turn on the tap, and it?s been that way for as long as most remember. But America?s infrastructure needs repair and major aquifers are being depleted. Today, more than half the world?s population lives in cities. This increases pressure on ecosystems and water treatment systems. New or updated infrastructure must be built to serve a growing population while ensuring a reliable water supply.

Yet, the timing for infrastructure investment couldn?t be worse ? most communities are still reeling from a financial crunch and high unemployment, making it difficult for local mayors and city managers to argue the case for new technology and infrastructure upgrades. While this situation is clearly a problem, it can also be viewed as an opportunity to build upon the Clean Water Act and implement innovative systems and planning methods that transition us from a society of ?water users? to a society of water stewards.

As water is essential to community well-being, energy production and all economic activity, best practices must be shared and innovation in technology and organization should be welcomed. But where do we begin?

We should start by resisting the urge to avoid innovation at the cost of reliability. Some believe that innovation can disrupt reliable water delivery and treatment. But one doesn?t come at the cost of the other.

In New York City, the Department of Environmental Protection (DEP) is leveraging a new approach for working with the private sector that secures expertise while maintaining local control.? As a result, DEP is expected to deliver annual financial benefits representing up to 10 percent of its operating budget by 2016 ? more than $100 million in benefits each year.

On a simpler scale, innovation has occurred since the Clean Water Act?s onset. Burlingame, California recently marked a very important anniversary in the history of water treatment. In 1972, it launched the first and longest-running public-private partnership in the U.S. water industry, pioneering an entirely new model for providing environmental services to cities. In the past 40 years, Burlingame has benefited from improved services, millions of dollars in savings, and multiple operational and safety awards.

And for the first time, researchers in Europe have developed a process to produce biodegradable ?bioplastics? from wastewater. This ?biorefinery? can now use wastewater to produce plastic ? a truly amazing example of generating value from waste.

There is tremendous potential right now to solve our water issues and ensure the continuous competitiveness of our cities. We can be the next great generation of water managers, just like the leaders who created the Clean Water Act. Getting there requires leadership and the courage to innovate.

As public interest in water is met with an understanding of the connection between water and economic growth, I believe we?ll be better positioned to integrate and develop solutions that will help future generations, just like the Clean Water Act is continuing to help us today.

Docs Make Push to Lower Kids? Pain, Stress in ER

Pediatric group recommends ways to better manage distress

MONDAY, Oct. 29 (HealthDay News) ? A trip to the emergency room often means a child is in pain, and it?s a near certainty that the visit will also be fraught with anxiety.

That?s why the American Academy of Pediatrics has issued a new report emphasizing the importance of controlling pain and anxiety in children who need emergency medical treatment.

?There are a lot of modalities for reducing pain in children, and we?re doing a lot better in terms of kids? pain than we used to,? said report author Dr. Joel Fein, an attending physician in the emergency department at the Children?s Hospital of Philadelphia.

?Parents should advocate for the children for pain and anxiety management? if they feel they aren?t getting adequate control, said Fein, who also is a professor of pediatrics and emergency medicine at the University of Pennsylvania?s Perelman School of Medicine.

The new report was published online Oct. 29 and in the November print issue of the journal Pediatrics.

There are many barriers to achieving a pain-free ER visit, according to the report. One is a fear of side effects. Another is a concern that giving medications to mask the pain might make it more difficult or time-consuming to make a diagnosis, which could affect treatment.

Even topical anesthetics might not be used if doctors believe they may delay the right diagnosis. Topical anesthetics also aren?t readily available in all emergency rooms, according to the report.

Narcotic medications still carry a stigma, and doctors may be less likely to use these drugs in children. What?s more, the report says there continues to be a racial bias in the prescription of these drugs, with black children less likely to receive them for pain relief.

The new report suggests that these barriers can be overcome, and that pain relief should start even before a child reaches the hospital if they are coming in an ambulance.

Once at the hospital, it?s important to keep the child calm. Increased anxiety leads to a greater perception of pain, according to the report. The authors recommended that each family be given a private room, ideally with colorful walls, pictures on the ceilings and a collection of toys or games to keep the child distracted in this unfamiliar environment.

The report suggested that medications such as acetaminophen, ibuprofen or oral narcotics can help relieve pain, as can topical analgesics. The report also recommends using topical anesthetics to numb areas before the placement of IV catheters.

?Children have a pretty significant fear of needles,? Fein said. ?Topical anesthesia can offer pain protection during IV line placement and [drawing blood].?

The report adds that the use of pain-relieving medications doesn?t appear to alter physicians? ability to make a diagnosis in a timely fashion.

Fein said that not all of the report?s recommendations have to do with medications. ?For the youngest infants, even just giving sugar water can help reduce pain,? he said.

Child life specialists are specifically trained to perform distraction procedures to help keep a child calm. These specialists can teach other members of the staff ways to keep children from focusing on their pain, Fein said.

One of these specialists agreed with Fein.

?I think we are all striving toward achieving the goal of pain-free emergency care,? said Dr. Hnin Khine, a pediatric emergency specialist at the Children?s Hospital at Montefiore in New York City.

?We can do most procedures now in a calmer way, but we still have more to do,? she said. ?This report is not a surprise, but it reminds us to stay on top of pain management.?

One important aspect to keeping a child calm is their parents, she said.

?Parents are often very anxious, recalling their own past ER experiences. It?s important that we educate parents as well as the child,? Khine said. ?They don?t have to tell their children to be strong even though it may hurt. We have to let them know that we can do this pain-free now. It?s a whole learning curve for all of us.?

Microsoft is clearly pushing itself to appear more innovative. This is pretty clear with Windows 8, but just as clear with Microsoft's Windows 8 peripherals, like the ultra-portable Wedge Mobile Touch Mouse. It crams all of the touch functionality of the Editors' Choice Microsoft Touch Mouse ($79.95 direct, 4.5 stars) into a tiny mouse with Bluetooth connectivity. The tiny size and extra functionality won't do much for deskbound users or systems running Windows 7, so it's tough to recommend to a broad audience.

Design and Features
The Wedge Touch Mouse is tiny, weighing 2.08 ounces (0.13 pound) and measuring 1.1 by 2.3 by 2.0 inches (HWD)?about the size of a thick stack of Post-it Notes, but with a distinctive wedge profile. As wireless mice go, it's the polar opposite of the HP Wi-Fi Touch Mouse X7000 ($59.99 direct, 3 stars), which boasted Wi-Fi connectivity, but was a whopping six ounces and too big for comfortable use.

The design isn't simply compact, it's made for portability as well. The small mouse features "Backpack Mode," which senses when the mouse has been lifted from the desk surface and inactive for a while, switching power off automatically. Microsoft's BlueTrack technology, allows the Wedge Mouse to be used on virtually any surface that doesn't have a mirror finish, meaning that you can use it nearly anywhere?on the back of a book, across the leg of your pants, on the arm of a couch. It's nearly as versatile as the Logitech Couch Mouse M515 ($49.99 direct, 4 stars).

Scrolling (both vertical and horizontal) is simple and intuitive, done by simply dragging a finger on the touch surface. Horizontal scrolling becomes all the more important in Windows 8, because the Start Screen stretches out to the sides whether in portrait or landscape orientations.

Setup and Performance
Setup is simple: Insert an AA battery and power on the mouse. Press the Bluetooth Connect button for 3-5 seconds, and then add the mouse using your Control Panel under Add a Device. Within moments, you'll be up and running.

Once you're connected, all of your usual cursor control and left- and right-clicking functions will work without any trouble. The one area you might find troublesome is scrolling, as the mouse uses its touchable surface for both vertical and horizontal movement. While vertical scrolling is pretty simple, horizontal scrolling might take some getting used to, as it means swiping your finger side to side, a move that isn't as ingrained for longtime mouse users. You'll also need to grow accustomed to scrolling without clicking, as the same finger used for clicking is the same one you'll be swiping side to side.

NASA satellites capture Hurricane Sandy's massive size

ScienceDaily (Oct. 30, 2012) ? NASA's Aqua satellite captured a visible image Sandy's massive circulation. Sandy covers 1.8 million square miles, from the Mid-Atlantic to the Ohio Valley, into Canada and New England.

The Moderate Resolution Imaging Spectroradiometer (MODIS) instrument aboard NASA's Aqua satellite captured a visible image Sandy's massive circulation on Oct. 29 at 18:20 UTC (2:20 p.m. EDT). Sandy covered 1.8 million square miles, from the Mid-Atlantic to the Ohio Valley, into Canada and New England. Sandy made landfall hours after the MODIS image was taken.

On Oct. 29, 2012 at 11 p.m. EDT, the center of Hurricane Sandy was just 10 miles (15 km) southwest of Philadelphia, Penn., near 39.8 North and 75.4 West. Sandy was still a hurricane with maximum sustained winds near 75 mph (120 kph) and moving northwest at 18 mph (30 kph). Sandy's minimum central pressure had risen to 952 millibars. The hurricane-force-winds extended 90 miles (150 km) east of the center of circulation. Tropical-storm-force winds, however, went much further, as far as 485 miles (780 km).

NASA's GOES Project created a "full-disk view" of NOAA's GOES satellite data, that captured a global view of Hurricane Sandy's birth to landfall. The animation of NOAA's GOES-13 and GOES-15 satellite observations were combined from Oct. 21-30, 2012 and showed the birth of Tropical Storm Sandy in the Caribbean Sea, the intensification and movement of Sandy in the Atlantic Ocean along the U.S. East Coast, and Hurricane Sandy make landfall in N.J. on Oct. 29 and move inland to Penn.

Sandy's Inland Movement on Oct. 29

At 2 a.m. EDT, on Oct. 29, Sandy's center was located just south of Lancaster, Penn. At 5 a.m. EDT, Sandy continued moving to the west-northwest at 15 knots (24 kph) and was located just 15 miles (24 km) east of York, Penn., and 90 miles (145 km) west of Philadelphia. Sandy was centered near 40.5 North and 77.0 West. Sandy's minimum central pressure continues to rise and was 960 millibars.

Sandy's sustained winds were near 65 mph. Tropical-storm-force winds extend almost 1,000 miles. According to Weather Channel, the winds are going to continue being a problem from the northeast into the Ohio Valley today. The strongest winds are being experienced now in the Great Lakes Region.

Widespread Damages

Hurricane Sandy has caused significant damage in New York City and along the Mid-Atlantic coast. Flooding has been reported from Maine to Va. During the morning hours on Oct. 29 (Eastern Daylight Time), nearly eight million people were without power this morning up and down the East coast. The Appalachian Mtns. received some heavy snow from western Md. down to Tenn. and N.C. As much as 26 inches of snow had fallen in Garrett County, Md. by the morning of Oct. 30. According to Reuters news, flooding along the U.S. East Coast was extensive.

Watches and Warnings in Effect on Oct. 29

According to the NOAA's Hydrometeorological Prediction Center (NOAA/HPC), there are high-wind warnings in effect including gale force winds over the coastal waters of the Mid-Atlantic States, New York and New England. Storm warnings are in effect for portions of the Mid-Atlantic coastal waters. Flood and flash flood watches and warnings are in effect over portions of the Mid-Atlantic and northeastern states.

NOAA's HPC forecast on Oct. 29 calls for Sandy to move in a "west-northwest motion with reduced forward speed is expected today into western Penn. with a turn north into western New York tonight, Oct. 30. The cyclone will move into Canada on Wed., Oct. 31. Steady weakening is forecast during the next 48 hours."

NOAA/HPC warns that gale-force winds will continue over parts of the Mid-Atlantic through New England on Oct. 29 and storm surge and tides can still cause normally dry areas along or near the coast to be flooded, especially during high tide.

Rain and Snowfall Forecasts from NOAA

NOAA/HPC forecasts large rainfall totals for many areas in Sandy's reach. Far northeastern N.C. could expect 3 to 6 inches, while 4 to 8 inches more are possible over the Mid-Atlantic States on Oct. 30. Both areas can see isolated higher totals. Between 1 and 3 inches are possible with up to 5 inches in the southern tier of New York state and northeastward through New England.

Snowfall between 2 and 3 feet are expected in the W.Va. mountains with higher totals through Oct. 30. Snowfall of 1 to 2 feet in the southwestern Va. and Ky. Mountains are expected, and between 12 and 18 inches along the N.C. and Tenn. Border and in western Md.

Avinode forecasts a 0.1% decrease in business jet activity for the United States in?2013. When that forecast is broken down on a regional level, it reveals that some regions will fare better than others.

The?South and West, with their seasons targeted to entertainment and discretionary travel, are expected to experience 0.4%?and 1.3% growth respectively. ?The more business-travel focused Northeast and Midwest continue to struggle,? says?Magnus Henriksson, Business Unit Director, Avinode Business Intelligence. These regions should see a 1.2% traffic?decline in the Northeast and 3.9% decline in the Midwest.

For Europe Avinode forecasts a 3.2% decline in business jet activity during 2013. As in the United States, Europe sees?substantial seasonal variation between its Northern and Southern regions resulting from the differences in traffic drivers for?the two regions. Avinode projects that the European South, which is mainly driven by leisure travel, will experience a 4.3%?decline in traffic in 2013. Northern European traffic, which is mainly composed of business travel, however, will see a?decline of only 1.3% year-over-year.

Projected Category Differences
Over the last few years, the light jet (LJ) category has experienced a fairly negative trend in terms of actual flights. Avinode?predicts that this trend will continue in 2013 with December 2013 year-over-year numbers down 2.2%. The entry level jet?(ELJ) category appears to be stealing flights from the LJs as evidenced by a continuously positive trend for the category.?Since January 2009, ELJs have gone from performing 6% of all U.S. flights to 9%.

Avinode expects this trend to continue?and that ELJ will have increased to a
10% market share by the end of 2013, with a year-over-year growth of 4.4%. The?midsize jet category is currently the second largest in the U.S. and is projected to grow by 0.1% next year. Meanwhile,?year-over-year projections show the heavy jet category down 1.7%, super midsize up 0.3% and super lights up 1.6%.

The trend in Europe shares similarities with the United States, but is far more aggressive. Europe is experiencing a?downgrade trend, with heavy jets and super midsize categories the most affected. The decreases in the heavy and super?midsize categories have resulted in increases in the mid and super light categories. Meanwhile, ultra long range jets?continue their positive growth trend, seemingly unaffected by the overall trends in the market.

As implementation of the Affordable Care Act moves forward, a group of patient advocates and health policy experts selected by the National Association of Insurance Commissioners to represent consumer interests?released a report?in August that describes problems consumers might encounter under the law?s insurance reforms. The consumer representatives also suggested potential solutions.

As the report makes clear, the devil is in the details when it comes to implementation of the health care overhaul. The rules that are established will determine whether it is easy or hard for consumers to meet their obligation to have insurance, for example, or take advantage of the comprehensive benefits promised under the law. From recommending standardized enrollment periods to limiting the amount of leeway insurers have in determining benefits, the report suggests ways to remove obstacles and help ensure consumers benefit from the law.

Timothy Stoltzfus Jost is a law professor at Washington and Lee University who has written extensively about implementation of the law and is a co-author of the report. He talked with me about some of the ways consumers? interests could be shortchanged if insurance rules that are being developed for the implementation of the health law don?t provide specific protections.

Q. Why is this report necessary? Doesn't the law spell out what needs to happen?

A. The law is trying to deal with a huge health care system and a huge health insurance system and make some pretty big changes. In a lot of areas it lays out what's supposed to happen, but it doesn't lay out the details.

Some of those details have to be laid out by the federal government.?But a lot will be addressed by state insurance commissioners. Many of the issues we focused on in the report were insurance regulation issues and the role of the states.

Q. Were there any broad themes that the consumer representatives tried to address?

A. We were concerned about loopholes in the Affordable Care Act.

Limited-benefit plans are a concern, for example. These plans?which may only cover a limited number of services or pay just a few thousand dollars toward medical care?aren?t regulated under the ACA. And so you could see a migration toward companies offering those plans. We encourage states to regulate them.

An overriding concern was how to make this law work in real life. For example, we were thinking through how a ban on pre-existing conditions really works in practice. You can see that things might happen like insurers evading people who are sick by imposing waiting periods for specific benefits like chemotherapy or autism treatment, or limiting benefits in ways that might make them unattractive to consumers with serious health problems. The secretary of Health and Human Services has said it's permissible for insurers to limit the number of visits to certain providers, for example.

If it isn't squarely addressed, some insurer may say, "Well, it's not expressly prohibited..."

Q. A key part of the law is the requirement that health plans sold on the state-sponsored exchanges and on the individual or small group markets provide 10 types of medical services, called the essential health benefits. They include hospitalization, emergency services, and maternity and newborn care, among others. Describe how that protection could be weakened.

A. It's one thing to make sure that plans provide drugs, it's another to make sure that people can get the drugs they need. You have to say more than that you just have to cover prescription drugs. It's not enough to cover just one drug in a category or class?one anti-depressant or a narrow range of AIDS drugs, for example. People need more choice than that.

What made us most nervous is the idea of actuarial equivalence: that the insurer can swap out one kind of benefit for something else, as long as the value of the services overall is comparable. The Department of Health and Human Services has said insurers will have flexibility in how they design their benefits.

Potentially insurers could substitute benefits across benefit categories to discriminate against high-risk consumers.

For example, people with disabilities and chronic conditions rely on rehabilitative services and medical devices to a greater extent than those without such conditions. Insurers could significantly reduce coverage for those services while increasing it for services that are actuarially equivalent, such as preventive services, but that chronically ill consumers are less likely to use.

Q. Most employees, when they start a new job, currently face a waiting period before their health insurance coverage begins. The health care overhaul limits such waiting periods to 90 days starting in 2014. That seems like a long time.

A. If states want to go further than the federal standard, they can.?We recommended that states limit waiting periods to no more than 60 days.

Q. What about the individual mandate? If people go for two or three months without coverage, aren't they going to owe a penalty for not having health insurance?

A. The penalty for not having insurance only applies after 90 days. So the waiting period isn't a problem. But it could be a problem not having health insurance, however.

(AP) ? A man wearing an Afghan police uniform shot and killed two British soldiers at a checkpoint in southern Afghanistan on Tuesday, international military officials said.

The assault appeared to the be the latest in a string of insider attacks that have threatened the partnership between international troops and the Afghan forces they are trying to train to take over responsibility for the country's security.

A statement from the NATO military coalition said only that the assailant was wearing a police uniform, leaving open the possibility that the attacker was a militant posing as a policeman. The statement did not provide details on the shooting, saying it was being investigated.

The British Ministry of Defense said the attack happened at a checkpoint in Helmand Province's Nahri Sarraj district.

"The loss of these soldiers is a huge blow," Maj. Laurence Roche, a spokesman for British troops in Helmand, said in a statement.

The two killed soldiers were with the 1st Battalion The Royal Gurkha Rifles, he said.

At least 53 international troops have been killed in attacks by Afghan soldiers or police this year, and a number of other assaults are still under investigation, the international alliance has said.

The surge in insider attacks is throwing doubt on the capability of the Afghan security forces to take over from international troops ahead of a planned handover to the Afghans in 2014. It has further undermined public support for the 11-year war in NATO countries.

The attacks have not been limited to members of the NATO-led international coalition. More than 50 Afghan members of the government's security forces also have died this in attacks by their own colleagues.

US seeks Algeria's support in possible Mali move

ALGEIRS, Algeria (AP) ? U.S. Secretary of State Hillary Rodham Clinton sought Algeria's assistance on Monday for any future military intervention in Mali, pressing the North African nation to provide intelligence ? if not boots on the ground ? to help rout the al-Qaida-linked militants across its southern border.

Clinton, on the first stop of a five-day trip overseas, met with Algerian President Abdelaziz Bouteflika as the United States and its allies ramped up preparations to fight northern Mali's breakaway Islamist republic.

When Mali's democratically elected leader was ousted in a military coup in March, Tuareg rebels seized on the power vacuum and within weeks took control of the north, aided by an Islamist faction. The Islamists then quickly ousted the Tuaregs and took control of half the country.

The U.N. Security Council has unanimously approved the idea of an African-led military force to help the Malian army oust Islamic militants, but its details are still unclear.

One plan would see Mali's embattled government in the south and its West African neighbors taking the military lead to battle with the militants, with the United States and European countries in support.

Any military intervention would likely require Algeria, whose reforms have headed off the Arab Spring tumult experienced by neighbors such as Libya and Tunisia and left it with the strongest military and best intelligence in the region.

Clinton said she and Bouteflika spoke at length about Mali, with the Algerian leader appearing to caution against any rash action.

"I very much appreciated the president's analysis based on his long experience as to the many complicated factors that have to be addressed to deal with the internal insecurity in Mali and the terrorist and drug trafficking threat that is posed to the region and beyond," Clinton told reporters.

She said they agreed to continue discussions with the U.N. and African nations "to determine the most effective approaches that we should be taking."

Washington is keen to eliminate northern Mali as a haven for al-Qaida in the Islamic Maghreb, which may have been involved in September's attack on the U.S. Consulate in the Libyan city of Benghazi. Mali even came up in the U.S. election campaign, with Republican challenger Mitt Romney citing the African nation's instability in a foreign policy debate with President Barack Obama.

As further evidence of the U.S. intensifying its diplomatic work in Mali, Maria Otero, an undersecretary of state for civilian security, democracy and human rights, was to travel to Mali on Monday. She is the highest-ranking Obama administration official to visit since the coup. She'll meet with Mali's prime minister, human rights activists and internal refugees.

The 15-nation West African regional bloc, the Economic Community of West African States, or ECOWAS, has discussed sending 3,000 troops to help oust the Islamist militants from the north. Many, though, question how Mali's weak military could take the lead on such an intervention and analysts believe more ECOWAS soldiers would be needed to take and hold the France-sized desert area now controlled by the militants.

While the U.S. wants to see the rebels routed, it has no interest in active involvement in the military mission, unless Mali and West African states explicitly ask for such assistance, a senior American diplomat in Africa said. The official demanded anonymity because he wasn't authorized to speak publicly on the matter.

From Algeria, Clinton left for three days of talks in the Balkans, arriving Monday night in the Bosnian capital of Sarajevo.

She plans to join the European Union's top diplomat in meetings with the leaders of Bosnia, Serbia and Kosovo, urging those nations to make the necessary reforms to join the EU and NATO. She'll finish with meetings in Croatia and Albania, NATO's two newest members.

Berlusconi threat to topple Monti shows party divisions

ROME (Reuters) - Former premier Silvio Berlusconi's threat to bring down Italy's government underscores deep divisions in his center-right party ahead of next year's elections and risks rattling markets which see Prime Minister Monti as Italy's saviour.

Berlusconi made the unexpected threat on Saturday, still fuming from his conviction 24 hours earlier on charges of tax fraud and a jail sentence of four years which he will not have to serve until all appeals are exhausted.

In a hastily called news conference he attacked the magistrates who convicted him as part of a caste of leftist "dictators" a vitriolic charge he has leveled many times before.

But then he trained his sights on Prime Minister Mario Monti's economic policies.

"We have to recognize the fact that the initiative of this government is a continuation of a spiral of recession for our economy. Together with my collaborators we will decide in the next few days whether it is better to immediately withdraw our confidence in this government or keep it, given the elections that are scheduled," he said.

Only three days earlier, when he announced he would not be a candidate for prime minister in next April's elections, Berlusconi said the Monti government had "done much" and was going "generally" in the right direction.

The Monti government of non-elected technocrats is supported by the center-left, the center-right and the center. It would lose its majority and have to resign if most of Berlusconi's PDL party withdrew support.

The possibility of a government collapse before elections scheduled for next April spooked financial and political commentators, who worried about market reaction.

"The damage would be enormous," Stefano Folli, editor of Italy's leading financial daily, Il Sole 24 Ore. "Damage in terms of political neurosis, international anxiety, threats to the stability law (the annual budget), and a general discrediting."

WORRIES ABOUT SPREAD

Monti has pushed through painful tax hikes, spending cuts and a pension overhaul to cut public debt which is running at 126 percent of gross domestic product, according to the International Monetary Fund.

Unemployment in Italy has risen to 10.7 percent, its highest level since monthly records began in 2004, and unions are locked in disputes with companies over plant closures and layoffs

Fabrizio Cicchitto, leader of Berlusconi's PDL party in the lower house of parliament, was cool to the idea of a government crisis, saying instead that the country had to avoid "an explosion" of the spread between German and Italian bonds.

On Friday, Italy's 10-year bonds were yielding 336 basis points more than debt of similar maturity issued by Germany, widely seen as Europe's safest. When Monti took over from Berlusconi in November, the spread was about 550, sending borrowing costs soaring to 7.6 percent.

The fact that Cicchitto and other PDL leaders did not rush to second Berlusconi's suggestion of a government collapse spoke volumes about the rifts within the party, divided between hard-core Berlusconi supporters and moderates such as party secretary Angelino Alfano.

The divisions meant the PDL would likely not vote as a united bloc in a no-confidence vote.

"I don't think Berlusconi has the numbers to topple the Monti government but he does have the numbers to make life very difficult for the government," said Rosy Bindi, president of the center-left Democratic Party (PD).

Some commentators said that if the Monti government did collapse, elections might be held in February instead of April. Monti has not commented on Berlusconi's threat.

Berlusconi, whose "bunga bunga" parties with aspiring starlets won worldwide notoriety, has taken a largely backseat role in politics since he was forced to step down, but he remains the dominant figure within the PDL, of which he is president.

Some political commentators said that by threatening Monti, Berlusconi may be trying to patch up relations between the right wing of his party and the Northern League. The League, a former Berlusconi ally, does not support the Monti government.

An important indication of the strength of Italian parties will emerge on Monday, when counting begins on Sunday's vote in Sicily to elected a new regional government.

Austin, Texas-based SolarWinds offers IT departments affordable software to monitor networks and servers.

The U.S. economy is plodding along in its recovery from the recession that stretched from December 2007 to June 2009. The annual GDP growth rate has been a pitiful 0.5% on average during the past five years, but it is not all bleak. There are companies from aerospace to health care to steel that are booming. Forbes' annual ranking of America's Best Small Companies highlights those companies that have experienced strong growth over the past five years.

Topping this year's list is the software outfit SolarWinds. The Austin, Texas-based company is one of eight software firms that made the final cut. Internet data traffic is expected to triple over the next five years, according to Cisco Systems. Despite its green energy name, SolarWinds is in the middle of the trend. Led by CEO Kevin Thompson, the company offers IT departments affordable software to monitor networks and servers.

Aiming for 80% of the functionality of rival offerings from IBM and Hewlett-Packard, the company sells its wares for one-tenth as much. Such savings have fueled annual sales growth of 38% since 2006. Donald Yonce, a former Wal-Mart executive, co-founded the company in 1999 and served on the board until 2010. His 15% stake is worth $640 million, thanks to a 140% jump in the stock over the past year.

Our list highlights public companies with sales under $1 billion, which are ranked based on return on equity, sales growth and earnings growth over the past year and the past five years. Education companies ranked No. 2 (Grand Canyon Education) and No. 3 (American Public Education). For-profit colleges have been under fire in recent years for high dropout rates and saddling students with significant debt, but these two have held up better than most. Grand Canyon's stock has doubled since its 2008 IPO on the strength of annual earnings growth of 236%, which is the best rate among the companies on our list. American Public has expanded its offerings to include programs like one with Wal-Mart that teaches 2,800 employees and has the retailer committing $50 million over three years to pay for books and tuition. Sales growth has averaged 44% a year since 2006 at American.

Gun maker Sturm, Ruger clocks in at No. 4. The company, founded in 1949, has been on fire with annual sales growth of 51% since CEO Mike Fifer arrived in 2006. Fears about President Obama's position on gun control and shootings like the one in Aurora, Colo., has gun ownership at a near 20-year high. Ruger pushed out eight new models of guns over the past 12 months and new models accounted for 38% of sales through June 30.

Job growth has been sluggish during the economic recovery, but most of our top 100 companies added headcount the past three years (only four reduced the number of employees). Electronic health records software maker Quality Systems ranks 43rd and has been a member of our Best Small Company list for 12 straight years. As doctors and hospitals move towards digitizing their records, Quality Systems has ramped up hiring, adding more than 900 employees during the past three years.
