Why has Moscow gone silent about Russian money in Cyprus?

A workable bailout program for troubled Cyprus banks has apparently been sealed and, despite much speculation last week, it has been accomplished with minimal Russian participation.

Moscow has not only declined to get deeply involved in saving the enormous Russian-owned assets that are at risk in the Cyprus crisis, but the loud Russian protests that were heard around the world last week over the European Union-brokered plan to bail out the near bankrupt little country have largely died down. And it's not entirely clear why.

The new plan, which will restructure the island's two main banks ? Bank of Cyprus and Laiki Bank ? involves a much bigger "haircut" for wealthy depositors than the controversial first plan envisioned. That suggests that rich Russians, who reportedly hold about $31 billion, or almost a third of the total deposited in Cypriot banks, may take a whack of up to 30 percent on their holdings.

Yet the response in Moscow has been far more muted than it was last week, when President Vladimir Putin raged that the plan for a much smaller one-time levy on all bank accounts was "unprofessional and dangerous," while Prime Minister Dmitry Medvedev denounced it as "confiscation."

This time the Kremlin has, with apparent reluctance, thrown its backing behind the bailout deal that was hammered out Monday between Cypriot leaders and the European Union. Russia's finance ministry said it may ease terms of repayment, and even write down part of a $2.5-billion loan Moscow made to Cyprus in 2011, if the little country manages to stabilize its banking system.

"Taking into account the Euro Group?s decisions, Mr. Putin said he considers it possible to support the President of Cyprus? and the European Commission?s efforts to overcome the crisis in Cyprus? economy and financial and banking system," said a statement posted on the Kremlin's official website Monday.

"We are watching how the situation develops. We are not indifferent to the decisions that are taken," Russian Finance Minister Anton Siluanov told journalists.

CHANGE IN TUNE

Experts in Moscow are scratching their heads over the Kremlin's change in tune. Some say they had fully expected Putin to put up a loan for the $7.5 billion ? chump change for a government that's spending $51 billion just to hold the Winter Olympics in Sochi next year ? that might have saved the Cyprus banking system, along with thousands of Russian depositors. The little country may also have retained its function as the main offshore zone where scores of big and powerful Russian companies not only do their banking, but also incorporate.

"I think it would have been easy for Russia to bail out Cyprus; it's really not a lot of money by Moscow's standards. Now Russians, and Russia, are going to lose a lot," not only through the expected hit on Russian depositors, but also as a result of the tough capital controls that are expected to be enacted before Cyprus banks open Thursday, says Alexei Vedev, a financial analyst with the Gaidar Institute for Economic Policy in Moscow.

"Now, I'm afraid Cyprus is finished as an offshore financial center. Russian companies will remove their assets from the place as quickly as they can," he adds. Some analysts argue that Moscow backed off after the European Union made it clear that no Russian-backed solution for Cyprus would be acceptable.

"Europe kept Russia out of the loop, and demonstrated that it did not want Russian participation. German Chancellor Angela Merkel was very firm on this, saying that Cyprus is part of the eurozone and the problems will be solved between European countries," says Mikhail Delyagin, director of the independent Institute for Globalization Problems in Moscow.

"So, what can Russia do? This was not just Germany, but the united position of the EU. They have solved the problem at Russia's expense, with maximum cruelty. Europe betrayed Russia," he adds.

HOW MUCH RUSSIAN MONEY IS EXPOSED?

Some analysts argue that Moscow may have grown quieter upon realizing that less Russian money than once feared is exposed to the Cypriot levy.

No one knows for sure how much Russian money is actually in the two major Cypriot banks that are to be restructured, but there's one school of thought that estimates much of it is deposited in banks that are unaffected by the new plan. The current deal leaves several solvent commercial banks mostly untouched, including the Russian Commercial Bank of Cyprus, which is owned by the huge Russian state bank VTB.

That said, Mr. Vedev points out that "VTB has a very active private banking branch on Cyprus, but it only has a few clients.... Most Russian entrepreneurs prefer to keep their money in foreign-owned [non-Russian] banks when they go to offshore zones, for reasons we can well imagine."

Some Russians may also have been lured to the now-troubled banks by extremely high interest rates in euro-denominated accounts. "Banks in Cyprus had built a financial pyramid, with interest rates of around 10 percent," says Vassily Solodkov, a banking expert with the Higher School of Economics in Moscow.

Some of the magnets for Russian cash are now at the center of the crisis. According to a source quoted by the Financial Times "a majority of the deposits of more than ?100,000 at the Bank of Cyprus and Laiki Bank are ultimately owned by Russian beneficiaries.... [W]hile Russian clients from other Cypriot lenders, such as Russian Commercial Bank, will no longer see their deposits taxed, they are still likely to incur losses under expected capital controls, which would halt most large-scale money transfers for months to come."

But even if a lot of Russian money once resided in the exposed banks, it may have since been withdrawn, argues the independent Center for Research on Globalization in Montreal, Canada. The wealthiest Russians ? who would be those closest to the Kremlin ? may have used the political chaos of last week to quietly spirit their money out of Cyprus through a major loophole: the Bank of Cyprus owns 80 percent of a Russian bank, Uniastrum Bank, which placed no restrictions last week on how much cash its Russian depositors could withdraw.

"In other words, by now any big Russian funds in Cyprus are long gone, and the only damage accrues to the locals," the report says.

A QUIET PUNISHMENT FOR TAX DODGING?

Another possibility is that Putin, who has launched a major anti-corruption drive at home, has decided to use the situation to end the practice of "round-tripping" by Russian companies, who incorporate their big Russian operations in Cyprus so that they can enjoy the little island's 10 percent profit tax, instead of the 20 percent they would pay in Russia.

"Putin has always been against offshoring," and this may be a chance to rein it in, says Vedov.

"But for Russian entrepreneurs, it's always been a question of taxation and property rights. Doing business in Russia is bad on both counts, and that's why they look elsewhere. Until some key reforms take place in Russia, the Russian rich will still try to take there cash offshore. And there are lots of candidate-countries that will be delighted to take the place of Cyprus, and hold their cash for them," he adds.

Pakistani officials: US drone kills 3 militants

PESHAWAR, Pakistan (AP) ? A U.S. drone strike targeting a vehicle in northwestern Pakistan near the Afghan border killed three suspected militants, two intelligence officials said Friday.

A pair of missiles fired from an unmanned drone hit the vehicle in a bazar near the Datta Khel village of North Waziristan tribal region at about midnight Thursday, the officials said.

The suspects were traveling from the border town of Shawal to Datta Khel, a stronghold of local Taliban commander Hafiz Gul Bahadur, the officials added, speaking on condition of anonymity because they were not authorized to talk to the media.

The officials said the nationalities and identities of the slain men were not immediately known. Pakistani government and army spokesmen could not be reached for comment.

Drone strikes often cause tension between Washington and Islamabad. They are extremely unpopular in this Islamic nation, where many people believe the drone attacks mostly kill civilians, an allegation disputed by U.S. officials.

The CIA drone strikes have killed scores of suspected al-Qaida and Taliban men in Pakistan's tribal region over the past few years. The secret nature of the program makes it difficult to determine how many civilians are being killed.

Also Friday, a roadside bomb exploded in a bazar in the town of Jafarabad in Pakistan's southwestern Baluchistan province, killing five people and wounding 20, senior police officer Zulifquar Larek said.

No group claimed responsibility for the attack but Baluch nationalists have waged a decades-long insurgency against the government in the province for greater autonomy and a larger share of the province's natural resources. The province is also home to many radical Islamist militants.

Jafarabad lies about 300 kilometers (180 miles) east of Quetta, the capital of Baluchistan.

US builder confidence falls on weak supply, labor

Confidence among U.S. homebuilders fell this month because of concerns that increased demand for new homes is exceeding supplies of ready-to-build land, building materials and workers.

In the short term, those constraints could slow sales. But builders' outlook for sales over the next six months has reached its strongest point in more than six years.

The National Association of Home Builders/Wells Fargo builder sentiment index released Monday fell to 44 from 46 in February. It was the second decline since January, which was preceded by eight straight monthly gains. A measure of current sales conditions declined from February's reading.

Readings below 50 suggest negative sentiment about the housing market. The last time the index was at 50 or higher was in April 2006.

The index began trending higher in October 2011, when it was 17. That increase coincided with the start of a housing recovery.

An improving job market, persistently low mortgage rates and rising home values have helped fuel U.S. homes over the past year. New-home sales jumped 16 percent in January to the highest level since July 2008.

The combination of heightened demand and a tight supply of previously occupied homes for sale have motivated builders to ramp up construction. Builders started work on the most homes last year since 2008.

Despite the positive sales trends, many builders are facing higher costs for building materials and competition for land cleared for development. Some also are having trouble obtaining financing to buy land and cover construction costs.

Meanwhile, builders large and small have reported a shortage of workers in markets where residential construction has picked up sharply, such as Texas and Arizona.

Many construction workers ? from roofers and drywall installers, to framers and carpenters ? appear to have fled to other fields, such as the booming oil and natural gas industry.

While U.S. residential construction jobs increased 3.1 percent in February from a year earlier, they remain about 40 percent below the peak reached during the housing boom.

"The road to a housing recovery will be a bumpy one until these issues are addressed, but in the meantime, builders are much more optimistic today than they were at this time last year," said David Crowe, the NAHB's chief economist.

The latest builder confidence index, based on responses from 341 builders, comes as the critical spring home-selling season is under way.

A gauge of current sales conditions fell four points to 47, but a measure of traffic by prospective buyers improved three points to 35, while builders' outlook for sales in the next six months improved one point to 51, the highest level since June 2006.

Though new homes represent only a fraction of the housing market, they have an outsize impact on the economy. Each home built creates an average of three jobs for a year and generates about $90,000 in tax revenue, according to NAHB statistics.

CNN criticized for Steubenville coverage

CNN's coverage of the Steubenville, Ohio, rape verdict involving a pair of high-school football players is being criticized for its focus on the rapists rather than the 16-year-old victim.

"I've never experienced anything like it," CNN correspondent Poppy Harlow said live outside the juvenile court in Steubenville. "It was incredibly emotional?incredibly difficult even for an outsider like me to watch what happened as these two young men that had such promising futures, star football players, very good students, literally watched as they believe their life fell apart."

Harlow continued:

One of the young men, Ma'lik Richmond, when that sentence came down, he collapsed. He collapsed in the arms of his attorney, Walter Madison. He said to me, "My life is over. No one is going to want me now." Very serious crime here. Both found guilty of raping this 16-year-old girl at a series of parties back in August, alcohol-fueled parties. Alcohol is a huge part in this.

Both Richmond and Trent Mays, the other defendant, stood up and apologized to the victim and her family. Harlow described the scene to Candy Crowley.

"I was sitting about three feet from Ma'lik when he gave that statement. It was very difficult to watch," Harlow said. "This was an incredibly emotional day. These two juveniles being carried out and they will be committed today, Candy."

Crowley then discussed the case with CNN legal contributor Paul Callan.

"You know, Paul, a 16 year old now just sobbing in court, regardless of what big football players they are, still sound like 16 year olds," Crowley said. "The thing is, when you listen to it and you realize that they could stay until they're 21, they are going to get credit for time served. What's the lasting effect, though, on two young men being found guilty in juvenile court of rape, essentially?"

Callan's answer:

The most severe thing with these young men is being labeled as registered sex offenders. That label is now placed on them by Ohio law and, by the way, the laws in most other states now require such a designation in the face of such a serious crime. That will haunt them for the rest of their lives.

"One way to report on the outcome of a rape trial is to discuss the legal ramifications of the decision or the effect the proceedings may have on the life of the victim," Gawker's Mallory Ortberg wrote. "Another angle reporters can take is to publicly worry about the 'promising future' of the convicted rapists, now less promising as a direct result of their choice to rape someone. Reporters at CNN today chose the latter technique."

Harlow faced some of the sharpest criticism.

Perhaps CNN was listening. On Monday, the network aired a segment that focused on the victim's struggle she faces as a survivor.

Ted Cruz: 'Count Me a Proud Wacko Bird'

Sen. Ted Cruz, R-Texas, said he's willing to embrace the "wacko bird" label given to him by Sen. John McCain, R-Ariz., if it means he is defending the Constitution.

"If standing for liberty and standing for the Constitution makes you a wacko bird, then count me a proud wacko bird," Cruz said as he delivered the keynote address today at the Conservative Political Action Conference in National Harbor, Md.

In an interview with the Huffington Post earlier this month, McCain singled out Cruz, Sen. Rand Paul, R-Ky., and Rep. Justin Amash, R-Mich., as "wacko birds" when asked whether he felt they are a "positive force" within the Republican Party.

"They were elected, nobody believes that there was a corrupt election, anything else," McCain said. "But I also think that when, you know, it's always the wacko birds on right and left that get the media megaphone.

"I think it can be harmful if there is a belief among the American people that those people are reflective of the views of the majority of Republicans. They're not," he said. McCain apologized for the remark Friday in an interview with Fox News.

As he closed out the three-day conservative convention, Cruz took pride in joining Paul's 13-hour filibuster over the nomination of John Brennan to be director of the CIA, and without naming names, he criticized the senators who refrained from participating in the filibuster.

"There were more than a few senators who were not there with us that have had their manhood cheapened as a result," Cruz said.

The filibuster marked Cruz's first time speaking on the floor of the Senate, a moment to which Cruz said, "to my grave, I will owe Rand Paul a debt of gratitude."

Even though the Republican Party experienced a loss in the presidential election last November, Cruz argued that it's the conservative movement that's heading towards success.

"For the last three weeks, conservatives have been winning, and we're winning because of you," Cruz said.

Cruz, who is in his first term as a senator, tied for seventh place in the CPAC straw poll with Dr. Ben Carson, a neurosurgeon, at 4 percent. Paul narrowly won the straw poll. Cruz's keynote address occurred after straw poll balloting concluded.

Ireland succumbed to a first defeat by Italy in the RBS 6 Nations that left them perilously close to finishing with the wooden spoon.

Wing Giovanbattista Venditti scored a 49th-minute try while Luciano Orquera kicked 14 points and Gonzalo Garcia a long-range penalty as the hosts clinched a 22-15 victory.

All of Ireland's points were supplied by Paddy Jackson and now they await the outcome of France's clash with Scotland to see if they finish bottom of the championship.

If, as expected, this was to be Brian O'Driscoll's last match for Ireland it was not the way to end such a celebrated career as the finest player his country has produced. Lo Cicero, Italy's most capped player who was appearing in his final Test, drank in the applause as he departed in the final quarter and he could have envisaged few better outcomes for his send-off.

It was only the second time that the Azzurri had finished the Six Nations with two victories and the result will surely spell the end of Ireland head coach Declan Kidney, whose contract expires in the summer.

Once more Kidney was left firefighting a staggering succession of injuries that accounted for wing Keith Earls and centre Luke Marshall after only 25 minutes. Substitute Luke Fitzgerald then limped off shortly before half-time and having run out of three-quarter replacements other than scrum-half Paul Marshall, flanker Peter O'Mahony was deployed on the left wing.

It was a disastrous situation that perfectly summed up a chaotic Six Nations, but even allowing for the injury situation it is doubtful that defeat to Italy will be deemed acceptable to Kidney's Irish Rugby Football Union paymasters.

The petulance that swept into Ireland's game was disappointing, with Donnacha Ryan and Conor Murray following O'Driscoll into the sin-bin, with the place kicking of Jackson one of the few positives.

Pope Francis Tells Cardinals Not To Cede To 'Pessimism'

ROME (RNS) An animated and impassioned Pope Francis addressed the entire College of Cardinals in an ornate Vatican hall Friday (March 15), looking very much like the leader of the world's 1.2 billion Catholics but sounding like a local priest addressing his flock.

Sitting on a massive gold and red throne and dressed in white, a smiling Francis implored his audience to "not cede to the bitterness and pessimism that the devil offers us every day." Instead, the church must "find new ways to spread the word of God to every corner of the world."

This was the first in a series of formal events that are meant to help the new pope and his followers make the transition from Cardinal Jorge Mario Bergoglio of Argentina, to Pope Francis, the world's first Jesuit and Latin American pontiff.

On Sunday, the pope will address and bless a crowd in St. Peter's Square; next Tuesday is his official installation Mass, which will be attended by global leaders including U.S. Vice President Joe Biden.

Despite the formality of the moment and setting, Francis, 76, continued to display the warmth and approachability that have marked his life as a cardinal. When speaking, he often leaned forward in his throne and waved his hands. He almost never stopped smiling, and became even more jovial when he finished his speech and greeted the cardinals one by one.

During the talk, Francis thanked his former peers, who were dressed in contrasting black robes with red skull caps, for electing him. He also offered "profound thanks to my predecessor," the recently retired Benedict XVI. Francis is expected to make a trip in the coming days to the papal retreat of Castel Gandolfo to visit Benedict, the first pope to resign in 600 years.

The lightest moment of the half-hour event came when Francis noted that "maybe half of us are in old age, which I consider to be the seat of wisdom. We've walked the path of life." Many of the cardinals smiled.

"Let's give this wisdom to the young, (we are like) good wine that improves with age," he said, then referred to a favorite quote from a German poet who wrote that "old age is a time for tranquility and prayer. Let's pass that on."

(AP) ? There was so much to reflect on just minutes after the last championship game of the Big East tournament as we know it.

Louisville became just the fourth school to repeat as champions, beating Syracuse 78-61 on Saturday night in an incredible game that saw the fourth-ranked and second-seeded Cardinals turn a 16-point, second-half deficit into an 18-point lead.

There were moments to remember over this being the final Big East tournament as has been familiar for the last three decades with the seven basketball-only schools leaving to form their own conference. There had already been so much conference realignment with football-centric schools such as Syracuse, Pittsburgh, and West Virginia leaving and others to follow.

While Louisville cut down the nets, there was quite a bit to think about.

"Obviously, it's a real special night for the University of Louisville," Cardinals coach Rick Pitino said of the school's third Big East title. "The final minute of play, first thing I thought of is what an incredible group of guys I'm coaching. Then I thought how happy I was for my family, and then immediately I thought of (Big East founder and first commissioner) Dave Gavitt and what he formed, and all of us in some way or another flourish because of Dave Gavitt.

"This was a special, special night."

There couldn't have been many in the sellout crowd at Madison Square Garden who would have thought early in the second half that this game would be anything more than a spectacular exit for Syracuse, which is headed for the Atlantic Coast Conference next season.

The 19th-ranked and fifth-seeded Orange had a 45-29 lead with 15:50 to play. It seemed to be a matter of watching the clock wind down and thinking of a celebration for Syracuse's sixth title.

But the Cardinals turned up the fullcourt pressure and started playing the kind of defense that had them win 10 straight games.

Suddenly the Orange (26-9) couldn't buy a basket, and the Cardinals didn't miss. The run was 27-3 and when it was over Louisville had a 56-48 lead with 8:51 to play. In 7 minutes everything had changed.

"Our press is pretty much like controlled chaos," said Louisville's Peyton Siva, who joined Georgetown's Patrick Ewing as the only repeat tournament MVPs. "We're going to press. We're just going to run and trap, run and trap, and Coach P is like, 'No, you've got to do it in a smart way.' For a minute there, we were running around the court with our head cut off and got a couple of steals.

"For us to really battle like that, it really shows a lot."

The Orange scored the game's first eight points and took a 35-22 halftime lead that had people scrambling in record books to find the largest margin of victory in a Big East championship game.

Instead the search was on for the biggest halftime deficit overcome. The previous best was nine points by Louisville over Syracuse in 2009.

The Cardinals didn't just overcome the halftime deficit, they made it disappear quickly. The first 10 points in the run came in a span of 1:34. The Cardinals just wouldn't let Syracuse get comfortable in any facet of the game ? from bringing the ball up against the pressure to trying to find a clean look against the zone.

Louisville went on to lead 73-55 with 2:03 to play.

"I think they're the best pressing team that I've seen this year," Syracuse coach Jim Boeheim said. "It was probably the worst thing to happen to get up 15. If we hadn't played well and we were up four or five, they probably wouldn't have done that, but that's what they had to do at that point to go after it, and that was exactly what I would have tried to do, and that's what they did, and they're good at it."

Louisville (29-5) ? along with Georgetown and Marquette the tri-champions of the regular season ? won its 10th straight game with its defense, forcing Syracuse into 20 turnovers.

"I knew we would come back," Siva said during the on-court celebration. "It might not be the prettiest win in the beginning, but we got the job done.

"I don't know how I am in the same sentence as Patrick Ewing."

Freshman Montrezl Harrell led Louisville with a season-high 20 points, and Russ Smith and Luke Hancock both had 10 points. Gorgui Dieng had nine points, nine rebounds and eight assists for the Cardinals.

Harrell was 7 of 13 from the field and had seven rebounds.

"I came in the game just being prepared for whatever Coach needed me to do," Harrell said. "When I got on the floor, I just wanted to help guys with a big lift. I was going all over the place, trying to get rebounds, either offense or defense. These guys looked for me, and I just tried to finish for them. I just came out hard and played my heart out."

C.J. Fair had 21 points for the Orange, Michael Carter-Williams had 11 points and nine assists, and Brandon Triche added 10 points.

"We didn't make some smart moves at the end, but we kind of had the lead," said Syracuse's James Southerland, who scored all nine of his points from beyond the arc. "We didn't take advantage of our lead and move the ball around like we should have."

In their 10-game winning streak, Louisville allowed opponents 54.6 points on 36.4 percent shooting while forcing 17.7 turnovers, including 10.4 steals.

Syracuse shot 40.8 percent but committed 20 turnovers. Louisville had 11 steals, including four by Siva, who became the school's all-time leader in that category on Friday night. He tied the Big East tournament record with seven steals against Notre Dame in the semifinals.

Syracuse will leave the Big East tied with Georgetown for the most conference tournament wins at 78.

Soyuz Space Capsule Makes Foggy Landing with US-Russian Crew

A Soyuz spacecraft has safely landed on the frigid steppes of Kazakhstan, returning an American astronaut and two Russian cosmonaut to Earth after a nearly five-month mission to the International Space Station.

The Soyuz space capsule touched down at about 11:11 p.m. EDT (0311 March 16 GMT) on Friday (March 15), though it was early Saturday local time at the landing site. The spacecraft returned NASA astronaut Kevin Ford and Russian cosmonauts Oleg Novitskiy and Evgeny Tarelkin home after 142 days in space. The trio was greeted by freezing temperatures after exiting the spacecraft.

"They've landed. Expedition 34 is back on Earth," NASA spokesperson Rob Navias said during live commentary.

Originally, the international crew was set to depart from the laboratory on Thursday (March 14), but freezing rain and foggy weather on the ground prevented them from returning home. Weather conditions improved today, leading to a?smooth undocking, however a bank of clouds greatly hampered visibility in the landing zone. The foggy conditions caused some last-minute alterations to the original search plan after landing, however, the Soyuz crew was still recovered successfully.

During their almost five month stay on board the station, the two cosmonauts and the astronaut orbited the Earth 2,304 times, travelling nearly 61 million miles (98,169,984 kilometers). This was Novitskiy and Tarelkin's first trip to space, the second for Ford. [See photos from Expedition 34 space mission]

The three crewmembers were on board to see the docking of the unmanned Dragon capsule ? owned and operated by private spaceflight firm SpaceX ? at the beginning of March. A month before, the crew participated in the docking and undocking of another supply capsule, the Progress 50.

Ford, Novitskiy and Tarelkin leave three other international crewmembers on board the space station. Canadian astronaut Chris Hadfield, Russian cosmonaut Roman Romanenko and NASA astronaut Tom Marshburn remained on board the station after saying goodbye to the three spaceflyers that boarded the space capsule earlier today.

Hadfield, Romanenko and Marshburn will not be the sole residents of the station for long. Cosmonauts Pavel Vinogradov, Alexander Misurkin and NASA astronaut Chris Cassidy are expected to arrive at the station on the same day of their launch from Earth on March 28.

If all goes as planned, it will mark the first time a Soyuz capsule has delivered a station crew to the International Space Station in one day. Russia's Federal Space Agency has proven the one-day flight profile during unmanned Progress cargo ship deliveries to the space station.

NASA has relied on Russia's Soyuz crafts to transport astronauts to and from low-Earth orbit since the retirement of the agency's shuttle program in 2011. NASA officials hope to eventually depend on privately built, unmanned and crewed spacecraft to bring people and cargo to and from the space station.

The $100 billion laboratory was built by space agencies representing Japan, Canada, the United States and Russia. International crews of astronauts have continually occupied the station since 2000.

(AP) ? LeBron James and Chris Bosh each scored 28 points, and the Miami Heat made it 21 straight wins, beating the Milwaukee Bucks 107-94 on Friday night.

Only three other teams have won 20 in a row in one season, and the Heat now trail just the 1971-72 Los Angeles Lakers (33) and the 2007-08 Houston Rockets (22) after moving ahead of the 1970-71 Bucks.

They withstood an early scare when Dwyane Wade walked to the locker room with a neck strain after crashing to the court. Miami led by as much as 17 in the third quarter, then withstood a push by the Bucks to remain unbeaten since a loss at Indiana on Feb. 1.

Miami next plays Sunday at Toronto, where the winning streak began on Feb. 3.

Bosh hit from all angles and was 12 of 16 in the game, nailing two 3-pointers. He even converted a four-point play that made it 67-53 about five minutes into the third quarter.

James was his usual dominant self, and Wade finished with 20 points as the Heat avenged a loss at Milwaukee in late December.

Ersan Ilyasova led Milwaukee with 26 points and a season-high 17 rebounds. Brandon Jennings scored 21 but was 6 of 15 from the field, and the Bucks shot just over 37 percent. Monta Ellis struggled, finishing with seven points after scoring 26 in the previous game at Washington, and the Bucks dropped their third straight.

Larry Sanders got ejected for the second straight game with 2:44 left after he was called for a foul against James and picked up two technicals.

Despite all those issues, the Bucks cut the lead to 85-79 with 8:53 remaining when J.J. Redick nailed a 3 and Ilyasova hit a free throw after Shane Battier got called for a loose ball foul. Battier then answered with a 3 and Bosh hit a runner to get the lead back up to 11 after Ilyasova's 3-pointer rimmed out.

The Heat got a major score when Wade crashed to the court after Sanders blocked his layup.

New China premier pledges strong ties with US

BEIJING (AP) ? China's new premier says his government is committed to strong relations with the U.S. and sees a strong outlook for trade and investment between the sides.

Li Keqiang told reporters at a Sunday news conference that despite their differences, conflict between the world's first and second largest economies is not inevitable. China's new leaders "attach great importance" to relations with the U.S. and will work with Barack Obama's administration to move ties into a new stage, Li said.

Two-way trade hit almost $500 billion last, although disputes linger over Chinese trade practices, opposition to Chinese investment in the U.S. and complaints over alleged Chinese computer hacking.

Li was speaking in his first news conference since being appointed premier last week with primary responsibility for running the Chinese economy.
